CPR cards aren’t given out like candy. I am a CPR instructor and the certifying agency (American Heart Association) charges people who want to be CPR certified. I teach those who would like to learn regardless of the fee because everyone should know how to do it. I just tell them to do just like I was told when I left the Navy: if you stop to render assistance to someone in an emergency, disappear in the confusion once EMS arrives. Once someone of equal or higher training arrives, you can be released of responsibility.
If you want to incorporate CPR into your classroom education (and bravo for doing so – we could use a few more MILLION teachers like you), try contacting the American Heart Association using your school administration approval.
How do you get that?… how about setting a meeting with them and, at the same time, inviting the media to cover it? You’ll get positive coverage and get your way… “…gee, I thought it would be a no-brainer”

There are many laws protecting a bystander giving first aid. If there are no trained professionals around, and they won’t get there in time, then yes by all means save the person. I would rather not be able to walk than die. If you want a better answer, I suggest talking to an ambulance administrator. People can (and will!) sue for just about any excuse- including some that are flat-out stupid.

Yes, you can be sued for providing aid to a person that winds up injured because of your good efforts if you weren’t properly trained.
There are good samaritan laws to protect people who are only trying to help, but you have to read them. Sometimes in some instances they only protect First response physicians and emergency crews, and not the everyman.
